THE MEANING OF QUALELIBET
Qualis or quale means "of what sort" or "what kind of."

Libet, libere, libuit or libitum est means "it pleases" or "is agreeable."

So the title means "whatever is pleasing to you" with the idea being that the newsletter will be pleasing to the reader and that is can contain whatever information the readers wish it to and will find helpful.
